In order to improve the government transparency effectiveness and service quality and boost the industrial functional area of Sichuan Tianfu New Area to create an exclusive business environment with government transparency as a "catalyst", for problems arising from different industrial enterprises in the process of policy services, Tianfu New Area has optimized and strengthened the full-chain services of policy acquisition, interpretation, implementation, etc. in the industrial functional area by means of the "four-grid" working method including making grid scientific, putting the policy into the grid, placing the commissioner into the grid and settling the carrier into the grid during the implementation of policy services in the industrial functional area.

Making grid scientific

For the problems that the enterprise-benefiting policies in the new area are relatively decentralized and the transparency is not concentrated enough currently, through breaking through the "last kilometer" of the enterprise policy services and achieving the objective that the policies should be known and enjoyed by everyone, we will explore the creation of the policy transparency grid system in the industrial functional area of Tianfu New Area combining with the industrial characteristics of the New Area, scientifically divide the industrial policy transparency grids with the scientific grid of the four industrial functions and new industrial parks including headquarters business area, science city, culture and creativity city, rural revitalization, etc. as a unit, make the grids distributed into "points", departments linked into "lines" and grids connected into a "surface" so that the "point-line-surface" three-dimensional industrial policy transparency grid system horizontally co-built by the regional grids and vertically jointed by the enterprises can be formed.

Putting the policy into the grid

For each industrial functional area, we will precisely sort out the relevant policy matters, decompose the existing enterprise-benefiting policies in entry (granular) manner, further refine the policy labels from the industry type, policy classification, tax credit and other dimensions, consolidate the policies and seek for the enterprise data base, put focus on the "enjoying immediately without application" and "enjoying immediately without review", precisely sort out the relevant policy matters, precisely implement grid entry to the industrial functional area, minimize the supporting materials and declaration links, improve the declaration and cash function simultaneously, and solve the problems that the policies are very indistinct and decentralized. The "Tianxintong" enterprise service platform has been created, which has comprehensively collected and collated more than 7,000 national, provincial and municipal enterprise-benefiting policies which are also enterprise-related policies disclosed actively, achieved the objective that the enterprise-benefiting policy "can be searched online", and collected 10 policies on the new area and 154 detailed articles, including 127 regular declaration items and 27 items of enjoying immediately without application, where the ratio of items of enjoying immediately without application is 17.5%, the live broadcasting room for policies have been opened, more than 10 policy interpretation live broadcasting activities have been held, and the cumulative number of viewers has reached more than 50,000.

Placing the commissioner into the grid
